New ToddTalk: Building Intergenerational Wealth

At Todd Jersey Architecture, we have a passion for helping families develop their properties to add more residential units is a cost-efficient way to build generational wealth for their families. In an effort to address the housing shortage, the state of California passed AB68, AB 881 and SB 13 all together in a coordinated legislative package. These bills allow for up to three units on a single-family parcel, one main residence, one ADU and one junior ADU. Other state legislation passed includes SB9 which enables property owners in single-family zones to create duplexes or subdivide their lots into two, allowing up to four housing total with efficient, no planning hearing needed approvals. And AB 2533 makes it easier for homeowners to legalize existing unpermitted units that were build before January 1, 2020. Locally, the city of Berkeley passed its Amnesty Program for unpermitted units that went into effect January 1, 2025 and will continue through December 31, 2028. Berkeley also passed the Middle Housing Ordinance set to go into effect in November 2025 to allow the building of up to five to seven units, not including ADUs, on lots that are 5000sf and larger.
